Introduction
Pakistani TikTok creators now face a clear tax framework. Since 1 July 2026, banks have been deducting withholding tax when social media revenue reaches a creator’s account. In September 2026, the Federal Board of Revenue (FBR) also notified a special procedure for working out creator income. Many creators are mixing the two up.
This guide explains how TikTok income is taxed, what the filer and non-filer rates are, and how to file on FBR IRIS. It also covers records, common mistakes, and the points that are still draft. For a wider overview of all platforms, see our guide to Pakistan social media tax rules. This article focuses on what a TikTok creator actually has to do.
Quick Answer: How Is TikTok Income Taxed in Pakistan in 2026?
Banks deduct 5% withholding tax under Section 154B when TikTok revenue is credited to creators on the Active Taxpayer List (ATL), and 10% for creators who are not. For residents this is minimum tax. Creators must also pay quarterly advance tax and declare the income in their annual return.
Key points
- Section 154B has applied since 1 July 2026.
- The rate is 5% for ATL creators and 10% for non-ATL creators.
- For residents the deduction is minimum tax, not a substitute for filing a return.
- SRO 1641(I)/2026 (residents) sets quarterly advance tax and a special return declaration.
- The Rs195-per-1,000-views benchmark is written for YouTube. A draft proposes widening it.
What Is TikTok Creator Tax in Pakistan?
There is no single “TikTok tax” in the law. The phrase covers two separate parts of the Income Tax Ordinance, 2001.
Layer 1: Withholding at the bank (Section 154B)
The Finance Act 2026 inserted Section 154B. It requires banks and non-banking financial institutions to deduct tax when an amount representing revenue from social media platforms is credited to a person’s account. The FBR’s own withholding tax rate card lists the rate as 5% for creators on the ATL and 10% for those who are not.
Layer 2: The special procedure (Section 99C)
Section 99C lets the FBR prescribe a special procedure for a named sector. SRO 1640(I)/2026 names persons earning income from remunerative social media content as that sector. SRO 1641(I)/2026 covers residents and SRO 1642(I)/2026 covers non-residents. All three are dated 23 September 2026. They deal with how income is calculated, how advance tax is paid, and how the income is declared.

| Finance Act 2026 | Inserted Section 154B, effective 1 July 2026 |

| SRO 1641(I)/2026 | Special procedure for residents |
| SRO 1642(I)/2026 | Special procedure for non-residents |
SRO numbers cause confusion. SRO 545 and 546 of April 2026 were drafts. When you cite rules in a return or a reply to the FBR, use the final SRO 1641 and 1642.
Why Are TikTok Creators Being Taxed Now?
Platform income used to sit in a regulatory grey zone, and many creators treated it like IT export income. The Finance Bill 2026-27 extended the reduced 0.25% regime for general IT and software exporters, but carved social media creators out of it, as reported by Profit. If you wondered why creators are not covered by the PSEB 0.25% rate, this is why.

Who Has to Pay Tax on TikTok Earnings?
Anyone earning remuneration from social media content is within the framework. This includes advertising, sponsorship and other monetisation revenue.
Resident TikTok creators
SRO 1641 applies to residents earning income from interaction with users in Pakistan. If you live in Pakistan and earn from TikTok payouts, brand deals or paid promotions, assume it applies to you.
The sources we reviewed do not describe a minimum-views or minimum-income exemption for residents. Do not assume a small account is outside the rules. Check the notified text or ask an adviser.
Non-resident creators with Pakistani audiences
SRO 1642 covers non-residents earning from Pakistani users. Reports describe a threshold of more than 50,000 users in a tax year or 12,250 users in a quarter. If you live abroad, see how to become a non-resident taxpayer, our overview of tax rules for overseas Pakistanis and the overseas return guide.
Agencies, MCNs and live-host teams
If an agency pays you rather than TikTok itself, whether the bank deducts under Section 154B depends on whether the credit represents social media platform revenue. We could not verify how agency payouts are treated. Keep the agency contract and statements, and ask an adviser.
What Is the TikTok Creator Tax Rate in Pakistan for 2026-27?
The Section 154B withholding rate depends on your filer status.
| Status | Rate under Section 154B | Nature of the tax (resident) |
|---|---|---|
| On the Active Taxpayer List | 5% | Minimum tax |
| Not on the ATL | 10% | Minimum tax |
For non-residents without a permanent establishment in Pakistan, the deduction is final tax.
How much tax is deducted on Rs50,000, Rs100,000 and Rs500,000?
These are hypothetical illustrations of the deduction only. They are not a full annual tax computation.
| Platform credit | Tax at 5% (ATL) | Tax at 10% (non-ATL) | Left after deduction (ATL / non-ATL) |
|---|---|---|---|
| Rs50,000 | Rs2,500 | Rs5,000 | Rs47,500 / Rs45,000 |
| Rs100,000 | Rs5,000 | Rs10,000 | Rs95,000 / Rs90,000 |
| Rs500,000 | Rs25,000 | Rs50,000 | Rs475,000 / Rs450,000 |
Your final liability depends on your total annual income and the applicable slabs. See our income tax rates guide for individuals and the withholding tax rate chart. You can also test a figure with our withholding tax calculator.
Why does filer status matter so much?
Because non-filers lose twice as much on every payout. Check where you stand with our guide to the Active Taxpayer List. If you have dropped off, read how to remove inactive ATL status. For broader differences, see filer vs non-filer in Pakistan, the late filer vs non-filer comparison and the benefits of becoming a tax filer.
How Does the Bank Deduction Work?
When an amount representing social media revenue is credited to your account, the bank or financial institution deducts the tax at that moment. You do not pay it yourself at this stage. The FBR’s circular, reported by Business Recorder, confirms the 5% rate from 1 July 2026.
Is the 5% deduction your final tax?
For residents it is minimum tax. Your final liability cannot be lower than the amount deducted. If normal tax on your annual income is higher, you pay the difference. It is not an extra penalty. It counts toward your liability, and you claim credit for it in your return.
We have not verified whether any excess deduction can be refunded, so do not assume it can. For general refund context, see our guide to income tax refunds in Pakistan.
How do you prove the tax your bank deducted?
Download your deduction details using our guide on how to get a tax withholding certificate online. Keep it with your bank statements.

What about dollar payments and intermediaries?
We found no source that treats a dollar credit differently from a rupee credit. We also could not verify the exchange-rate method, or how credits through Payoneer, Wise or PayPal are treated. Keep the platform statement, the intermediary statement and the bank advice showing the rupee amount, so you can reconcile them.
How Does the FBR Calculate TikTok Creator Income?
The special procedure sets a minimum income for each tax year. This is a separate test from the bank deduction.
Step 1: Total remuneration. This is the higher of:
- A prescribed revenue-per-mille (RPM) rate multiplied by total views, divided by 1,000, and
- The actual remuneration you received, in cash or in kind.
Step 2: Expenses. Minimum income is total remuneration less expenses. Expenses are capped at 30% of total revenue.
The FBR has fixed the RPM at Rs195 per 1,000 YouTube views, and the rate can be revised. The rules were reported in detail by Business Recorder.
Does the Rs195 benchmark apply to TikTok?
Not yet, on the sources we reviewed. The benchmark is written for YouTube. A draft proposed in October 2026 would replace “YouTube” with “social media platforms”, which could extend it to TikTok. It is a draft, not law. Check the FBR SRO register for its current status.
Until it is finalised, our reading, as interpretation rather than fact, is that three things still apply to TikTok creators: your actual remuneration, the quarterly advance tax and the return declaration. Confirm this for your own case.
A simple illustration of the formula
This uses YouTube’s published benchmark purely to show the mechanics. It is hypothetical.
- A channel has 1,000,000 views in the year.
- Prescribed remuneration: 1,000,000 ÷ 1,000 × Rs195 = Rs195,000.
- Actual platform earnings were Rs120,000.
- The higher figure, Rs195,000, applies unless the creator shows the Commissioner that actual remuneration was lower.
What if your real earnings are lower?
You must provide evidence to the Commissioner’s satisfaction. Useful evidence includes payout statements, bank credit advices, contracts and invoices, and records of reversals or removed earnings. If you declare less than the calculated amount, the Commissioner can rectify your return and recover the tax. A lower declaration therefore needs proof from day one.
Which TikTok Income Types Are Taxable?
The rules count remuneration “in whatsoever form”. In practice, review each of these.
- Platform payouts. Creator programme and monetisation payments are remuneration.
- LIVE gifts. Cash payouts from gifts are, in our reading, remuneration. Whether the bank deducts under Section 154B depends on the credit representing platform revenue.
- Brand deals and sponsorships. These count as remuneration whether paid by bank transfer or cash. Whether the bank deducts under Section 154B is not clear from the sources we reviewed.
- Affiliate and TikTok Shop commissions. Commissions are income. If you also sell goods, read our guide to e-commerce tax rates and our guide to the tax on online businesses.
- Income in kind. Gifts and free products received in connection with content can count. We could not verify a valuation method, so log the brand, product, date and retail price.
For the wider rules on digital earnings, see our explainer on tax on digital services.
When Is TikTok Creator Tax Due?
Pakistan’s tax year runs from 1 July to 30 June. Section 154B deductions began on 1 July 2026, so on our reading they fall in tax year 2027 (1 July 2026 to 30 June 2027).
For tax year 2026, the FBR extended the deadline from 30 September to 15 October 2026. That date has now passed. Check our Pakistan tax filing deadline guide for updates.
What about quarterly advance tax?
The rules require advance income tax on a quarterly basis under Section 147. We could not verify the exact instalment dates or the computation method in the reported text. Confirm both in the notified SRO before you pay. Our FBR PSID payment guide shows how to generate a challan.
How to File TikTok Income Tax in Pakistan: Step by Step
- Confirm your residency. Decide whether SRO 1641 or 1642 applies to you.
- Get an NTN if you do not have one. Follow our NTN registration guide for freelancers or the general step-by-step NTN guide. Prepare the documents required for NTN.
- Register on IRIS. Use the FBR IRIS registration guide. If you are locked out, see IRIS login problems and solutions or how to recover a forgotten IRIS password.
- Collect your data. Download TikTok payout statements, views reports and bank statements by month.
- Run both calculations. Compare actual remuneration with any prescribed benchmark that applies to you.
- Apply expenses within the 30% limit. Keep an invoice for each claim.
- Pay advance tax. Pay the quarterly instalments and keep the challans.
- Declare in the special part of the return. File through IRIS. Our guide to filing an income tax return in Pakistan walks through the form, and how to pay income tax online covers payment.
- Reconcile your wealth statement. Your declared income should explain your assets. See the wealth statement guide and how to explain source of income.
If an IRIS error blocks you, check FBR tax return errors and IRIS form bugs.
What Records Should TikTok Creators Keep?
Good records decide whether a lower-income claim succeeds. Keep these for every tax year:
- Monthly TikTok payout and analytics statements
- Bank statements with the tax deducted shown separately
- Tax deduction details and advance tax challans
- Contracts, invoices and proof of payment for sponsorships
- A log of free products and gifts with estimated value
- Invoices for phones, lighting, editing software, editors and internet
- A simple sheet reconciling platform revenue to bank receipts
Set this up with our monthly tax compliance checklist and small business accounting guide. A net profit margin calculator can also help you track your costs.
TikTok Tax vs YouTube Tax in Pakistan: What Is Different?
| Point | TikTok | YouTube |
|---|---|---|
| Section 154B deduction | Covered, per reports | Covered |
| Rs195 per 1,000 views benchmark | Not yet; draft proposes widening | Yes |
| Actual remuneration test | Applies | Applies |
| Quarterly advance tax | Applies | Applies |
| LIVE gifts | Common income type | Less common |
For a YouTube-specific view, read our income tax return guide for YouTubers. If you earn from clients too, see income tax return for freelancers.
Withholding Tax vs Minimum Tax vs Normal Tax
These three terms cause most of the confusion.
- Withholding tax is collected by the bank when money is credited.
- Minimum tax means the deduction sets a floor for your liability.
- Normal tax is what your annual income produces under the slabs.
For residents, you pay whichever is higher. This differs from a final tax regime, where deduction closes the liability. Learn the difference in our final vs normal tax regime comparison and who can opt for the final tax regime.
Should a TikTok Creator Register a Business?
Some creators with teams, editors and large brand income consider a business structure. This changes registration, filing duties and records, not just the rate. We could not verify how a registered company is treated under Section 154B or the special procedure.
Read the sole proprietor vs company comparison first. Then see how to register a sole proprietorship or register a private limited company. Take advice before restructuring to save tax.
What Are the Common Mistakes TikTok Creators Make?
- Treating the 5% as the whole tax bill. It is a deduction at source, not a return.
- Ignoring income in kind. Free products and perks can count.
- Declaring only what lands in the bank. Cash brand deals and agency payments also matter.
- Staying off the ATL. The deduction doubles to 10%.
- Claiming expenses without invoices. The cap is 30%, and you still need proof.
- Filing late. Check the cost with our late filing penalty calculator and read how to avoid late filing penalties.
- Fixing errors informally. Use the right route, as explained in how to correct mistakes in an FBR return and revised return vs rectification.
What Happens If a TikTok Creator Does Not Comply?
Several things can follow:
- A higher 10% deduction if you are not on the ATL
- Restrictions on non-filers; see Section 114C restrictions
- Rectification of your return if declared income is below the calculated figure
- Late-filing penalties, which we have not quantified here
- FBR notices
If a notice arrives, respond on time. Our guides on common reasons for FBR notices, handling FBR tax notices and the FBR notice response process explain what to do. If you disagree with an assessment, see how to appeal a tax assessment.
Can Creators Reduce Their Tax Legally?
Yes, through lawful routes only. Stay on the ATL, claim genuine expenses within the cap, keep records, and file on time. Our guides on reducing tax liability in Pakistan and tax saving tips for individuals cover legal options. For general compliance, see tax compliance in Pakistan and the tax savings calculator.
What Is Still Draft or Unverified?
Be careful not to treat proposals as law:
- The draft to widen the views benchmark beyond YouTube is not binding.
- Quarterly instalment dates and the exact computation need confirming in the SRO text.
- The treatment of agency and intermediary payouts is unverified.
- Penalty amounts are not stated here.
Check the official FBR website for the SRO register and any updates before you rely on a figure.

The Section 154B withholding rate is 5% for ATL creators and 10% for non-ATL creators, from 1 July 2026.
Is the 5% deduction final?
For residents it is minimum tax. For non-residents without a permanent establishment in Pakistan it is final tax.
Do I need an NTN to earn from TikTok?
You need one to file a return and to appear on the ATL. See our NTN guides above.
Is tax deducted when TikTok pays into my bank account?
Yes, if the credit represents revenue from a social media platform. Confirm for intermediary accounts.
Are TikTok LIVE gifts taxable?
In our reading, cash payouts from gifts count as remuneration. Confirm your case with an adviser.
Is brand sponsorship income taxable?
Yes, as remuneration in cash or kind. Whether the bank deducts under Section 154B is not clear from the sources we reviewed.
Does the Rs195 per 1,000 views rule apply to TikTok?
Not currently. It is written for YouTube, and a draft proposes widening it.
Can I claim expenses?
Yes, up to 30% of total revenue under the special procedure, with proof.

Can a non-filer earn from TikTok?
Yes, but the deduction is 10% instead of 5%, and other non-filer restrictions may apply.
Can I get a refund of tax deducted?
For residents it is minimum tax. We have not verified a refund route for any excess.
Do non-residents have to follow these rules?
Yes, if their income is Pakistan-source and crosses the thresholds under SRO 1642.
Where can I verify the rules?
Use the FBR’s official SRO register and rate card, and cross-check with reports that give the notification number and date.
Conclusion
Pakistan’s TikTok tax rules have two parts. Banks deduct 5% (ATL) or 10% (non-ATL) from 1 July 2026, and a September 2026 special procedure sets minimum income, advance tax and a return declaration. For residents, the deduction is minimum tax, not the end of the process.
The practical lesson is to stay on the ATL, document every payout and brand deal, and use the final SRO numbers. Treat the proposal to extend the views benchmark to TikTok as a draft until the FBR notifies it.
