Introduction
Selling online in Pakistan is no longer a tax-invisible activity. Since 1 July 2025, banks, payment gateways and couriers have been collecting tax on digitally ordered sales before the money reaches the seller. Online marketplaces report seller data to the Federal Board of Revenue (FBR) every month.
This matters whether you sell on Daraz, run a Shopify store, take orders through Instagram or WhatsApp, or offer services online. A short settlement, a blocked courier account or an FBR notice usually means a compliance gap, not bad luck.
This guide explains which taxes apply, who deducts them, how registration and returns work, which records to keep and what changed under the Finance Act 2026. For a rate-by-rate breakdown, see our dedicated guide to e-commerce tax rates in Pakistan. This article is the wider compliance roadmap.
Quick Answer
Online businesses in Pakistan pay income tax, and sometimes sales tax, on digitally ordered sales. Since 1 July 2025, banks, payment gateways and couriers deduct income tax at 1% on digital payments and 2% on cash on delivery for sellers on the Active Taxpayer List. Sellers must hold an NTN, file annual returns and keep reconciled records.
Key points:
- Income tax is charged under Section 6A and collected under Section 153(2A) of the Income Tax Ordinance, 2001.
- Sellers who are not on the Active Taxpayer List face double the rates (2% and 4%).
- Marketplaces and couriers are barred from serving unregistered sellers.
- Sales tax is a separate regime with its own registration, withholding and filing rules.
- From Tax Year 2027, sellers with turnover up to Rs 200 million can choose the normal tax regime instead of the final tax.
What Counts as an Online Business for Tax Purposes in Pakistan?
An online business is any business that receives orders for goods or services through a website, mobile app, online marketplace or similar digital channel. Size, legal form and platform do not decide whether you are taxable. The digital order does.
Which business models are covered?
The FBR’s e-commerce rules are built around “digitally ordered” goods and services delivered from within Pakistan. In practice, that covers:
- Marketplace sellers, for example vendors on Daraz or OLX-style platforms
- Independent stores on Shopify, WooCommerce or a custom website
- Social-commerce sellers who take orders through Instagram, Facebook or WhatsApp
- Home-based businesses selling through any of these channels
- Online service providers taking bookings or orders digitally, where delivery happens inside Pakistan
If you run a home-based venture, our guide on how small businesses can file income tax in Pakistan explains the filing side in plain terms.
What falls outside the e-commerce withholding regime?
Not every online rupee is treated the same way. The FBR’s circular states that withholding under Sections 154 and 154A, which cover export proceeds, falls outside the Section 6A regime. Other income streams follow their own rules:
| Income type | Where it sits | Where to read more |
|---|---|---|
| Export of goods and services | Sections 154 and 154A | IT export tax rules |
| Freelance income from foreign clients | Export rules and normal return filing | Income tax return for freelancers |
| Platform payouts to creators | Section 154B (Finance Act 2026) | Content creator tax guide |
| Foreign sellers supplying Pakistani buyers | A separate digital presence levy law enacted in 2025 | Tax on digital services |
| Walk-in sales at a physical shop | Ordinary business income | Business tax compliance |
Which Taxes Can Apply to an Online Business in Pakistan?
Most online sellers deal with one to three tax layers at once. The mistake is treating them as a single tax.
| Tax | Who it comes from | What it applies to | Typical action |
|---|---|---|---|
| Income tax | FBR (federal) | Your business income | Register, file an annual return, claim or reconcile deductions |
| Federal sales tax on goods | FBR (federal) | Taxable goods, including digitally ordered goods | Register where required, file monthly returns |
| Provincial sales tax on services | PRA, SRB, KPRA or BRA | Taxable services | Register with your provincial authority |
| Advance and withholding taxes | FBR | Payments you receive or make | Collect certificates, reconcile |
How does income tax differ from sales tax for online sellers?
Income tax is charged on what your business earns. Sales tax is charged on supplies and is normally collected from the buyer and paid over to the government. Online sellers confuse the two because both can be deducted from the same order.
Our explainer on what sales tax is in Pakistan covers the basics. The sales tax and GST calculator helps you estimate the sales tax on a given supply.
Does a service business pay federal or provincial tax?
Services are generally taxed by the provinces, not the federation. If you sell online services, check the provincial route first:
- Punjab: PRA registration for service providers and PRA sales tax registration
- Sindh: how to register with SRB and the SRB tax filing guide
You can estimate the provincial charge with the provincial services calculator.
How Does FBR Tax Online Sellers? Sections 6A, 153(2A) and 165C Explained
The FBR taxes online sellers through three connected provisions: one creates the charge, one collects it and one reports it. The FBR explained the design in Circular No. 01 of 2025-26, issued on 2 August 2025.
What does Section 6A do?
Section 6A is the charging section. Every payment received for digitally ordered goods or services through an online marketplace or website is chargeable to tax. The FBR’s stated aim was to bring informal sellers into the system, give them National Tax Numbers through a simplified process and collect tax on every digitally ordered transaction.
Who deducts the tax under Section 153(2A)?
Section 153(2A) appoints the withholding agents. The deduction is made by the party that handles the money:
- Payment intermediaries (banking companies, financial institutions, licensed foreign exchange dealers and payment gateways) deduct tax on digital payments.
- Couriers, including aggregators and logistics or ride-hailing services, deduct tax on cash-on-delivery orders.
The FBR clarified how this works in practice. For an e-store taking online payment, the acquiring bank acts as the payment intermediary. For a marketplace sale paid online, it is the bank or financial institution in the final leg that settles money to the vendor. For cash on delivery, the courier carries the obligation. The buyer has no withholding duty.
What are the rates, and what changes if you are not on the ATL?
The First Schedule sets the rate by payment method:
| Payment method | Who deducts | Rate (seller on the ATL) | Rate (seller not on the ATL) |
|---|---|---|---|
| Digital means or banking channel | Payment intermediary | 1% of the gross amount paid or payable | 2% |
| Cash on delivery | Courier service | 2% of the gross amount paid or payable | 4% |
The FBR said the gap between 1% and 2% exists to encourage digital payment and support a cashless economy. Rates rise by 100% for persons not appearing on the Active Taxpayer List. To keep your status, see how to stay active on the ATL and, if you have slipped, how to fix an inactive ATL status.
For the wider withholding picture, see our FBR withholding tax rate chart for 2026-27.
What does Section 165C require?
Section 165C is the reporting layer. Couriers and payment intermediaries file quarterly statements of the tax they deduct. Online marketplaces file monthly statements covering the sellers on their platforms, including seller names, addresses, registration numbers, monthly sales and amounts paid into vendor accounts.
The FBR prescribed the forms through SRO 1775(I)/2025 dated 10 September 2025, including Forms A1 and A2 for marketplaces. The result is simple: the FBR can match what platforms report against what you declare.
If you act as a withholding agent yourself, our quarterly withholding statements filing service covers the statement cycle.
Is the tax final or adjustable?
It depends on the tax year and your turnover. For Tax Year 2026, the FBR’s circular describes the tax collected under Section 6A as a final tax on local e-commerce income.
The Finance Act 2026 changed this for Tax Year 2027 onwards. The FBR’s Circular No. 02 of 2026-27 explains that:
- Where turnover in a tax year exceeds Rs 200 million, the tax is adjustable.
- A person with turnover up to Rs 200 million can choose the normal tax regime when filing the return for Tax Year 2027 and onwards.
To understand the trade-offs, read our comparison of the final and normal tax regimes, the guide on who can opt for the final tax regime and the walkthrough on filing a final tax regime return.
Do Online Sellers Need an NTN and FBR Registration?
Yes. The FBR’s circular states that every e-commerce seller must register for income tax. Online marketplaces and couriers are barred from offering their services to unregistered sellers, as Profit by Pakistan Today reported when the rule took effect.
In plain terms, no NTN can mean no marketplace listing and no courier pickup.
What is the difference between an NTN and an STRN?
- NTN (National Tax Number): your income tax registration with the FBR.
- STRN (Sales Tax Registration Number): your sales tax registration, needed where you supply taxable goods and the law requires registration.
An NTN does not make you registered for sales tax, and sales tax registration does not replace an NTN. Our guide to NTN registration step by step covers the first, and the guide to sales tax registration in Pakistan covers the second.
What documents do you need?
Requirements vary by legal form, but sole proprietors usually prepare an identity document, a mobile number and email address in their own name, business address evidence and a business bank account. Companies add their incorporation documents. Our checklist of documents required for NTN registration is the safest reference.
How do you register?
Registration runs through the FBR’s IRIS portal:
- Prepare your documents and a working mobile number and email.
- Create or access your IRIS account using our IRIS registration step-by-step guide.
- Submit the registration application with accurate business details.
- Confirm your number using NTN verification online.
If you prefer assistance, we offer NTN registration for businesses, NTN registration for companies and NTN registration for partnerships and AOPs. Local options exist in Islamabad and Karachi.
When Is Sales Tax Registration Required for an Online Store?
Sales tax registration is required where the law treats you as an e-commerce vendor supplying taxable goods. The FBR’s Sales Tax Circular No. 02 of 2025-26 explains the framework.
What did the Sales Tax Act change for e-commerce?
The key changes include:
- New sub-sections (1A) and (1B) in Section 14 for the registration of e-commerce vendors, including non-resident persons selling digitally ordered goods from or within Pakistan through online marketplaces
- Payment intermediaries and couriers responsible for collecting sales tax on digitally ordered taxable goods
- Monthly sales tax statements from marketplaces, payment intermediaries and couriers, showing supplier-wise amounts and tax due
Business Recorder’s commentary on the Finance Act 2025 notes that the withholding rate for digitally ordered goods supplied from within Pakistan is 2% of the gross value of supplies, under the Eleventh Schedule. Confirm the current rate on the FBR website before pricing.
Is the sales tax withheld final or adjustable?
The FBR circular says the tax collected by the intermediary or courier is a final discharge for cottage industry and for retailers other than Tier-1 retailers, with no input tax allowed against those supplies. For everyone else, the standard sales tax regime applies and the tax withheld is adjustable against output tax in the sales tax return.
If you are registered, treating this deduction as a pure cost can mean overpaying. Our monthly sales tax return filing service and the guides on how to file a sales tax return, monthly versus quarterly filing and common sales tax filing errors help you avoid that. For first-time applicants, start with how to register for sales tax or our GST registration service.
How Is Tax Calculated on Online Sales? Two Worked Examples
The deduction is calculated on the gross amount paid or payable, not on your profit. The examples below are illustrative, built from the published rates. They are not client cases.
What is deducted from a Rs 100,000 online sale?
| Payment method | Seller on the ATL | Seller not on the ATL |
|---|---|---|
| Digital payment | 1% = Rs 1,000 | 2% = Rs 2,000 |
| Cash on delivery | 2% = Rs 2,000 | 4% = Rs 4,000 |
These figures ignore marketplace commission, shipping charges and payment gateway fees, which are separate costs. Use our withholding tax calculator to test your own order values.
How does this look over a year for a small seller?
Assume a home-based seller on the ATL with Rs 3,600,000 of annual online sales, split 70% cash on delivery and 30% digital:
| Line | Calculation | Amount (Rs) |
|---|---|---|
| COD sales | 3,600,000 × 70% | 2,520,000 |
| Tax on COD | 2,520,000 × 2% | 50,400 |
| Digital sales | 3,600,000 × 30% | 1,080,000 |
| Tax on digital | 1,080,000 × 1% | 10,800 |
| Total deducted | 61,200 | |
| Share of gross sales | 61,200 ÷ 3,600,000 | 1.70% |
If this seller’s real profit were about Rs 432,000 (a 12% margin, assumed for illustration), the deduction would equal roughly 14% of profit. The First Schedule rate card for business individuals shows a zero rate on taxable income up to Rs 600,000. From Tax Year 2027, choosing the normal regime could therefore change the outcome.
Two cautions apply. First, minimum tax on turnover can also arise under the normal regime, so model both routes. Second, how any excess deduction is recovered follows the return and refund process. Test your own figures with the tax savings calculator and the business and AOP tax calculator.
What Is the Difference Between Gross Sales, Taxable Profit and Net Payout?
Many sellers compare their bank receipts with their tax figures and think something is wrong. Three different numbers are in play:
| Term | Meaning | Why it matters |
|---|---|---|
| Gross sales | Total order value paid or payable | The base for withholding |
| Taxable profit | Revenue minus allowable business expenses | The base for the normal tax regime |
| Net payout | What actually reaches your account | Gross sales minus tax, commission, shipping and fees |
Keep these separate in your books. Measure your real margin with the net profit margin calculator, and use a proper small business accounting setup to track each number.
Which Records Should an Online Seller Keep for FBR?
Keep every record that links an order to a payment and a deduction. Good records protect any credit you claim and answer an FBR query quickly.
What is the core record set?
- Orders by channel and by payment method (digital or COD)
- Marketplace settlement statements and gateway reports
- Courier COD remittance sheets
- Tax deduction certificates from intermediaries and couriers (see how to get a tax withholding certificate online)
- Bank statements, refunds, cancellations and returns
- Purchase invoices, inventory records and expense receipts
- Sales tax invoices and returns, if registered
Why do banking channels and NTN-holding suppliers matter?
The FBR’s circular on the Finance Act 2025 introduced two expense rules that affect record-keeping:
- Ten percent of expenditure attributable to purchases from persons who are not NTN holders can be disallowed (with exceptions for certain agricultural produce).
- Fifty percent of the proportionate business expenditure can be disallowed where a sale of Rs 200,000 or more on a single invoice is not paid through a banking channel or digital means.
Buy from registered suppliers where you can, and keep payment trails for large invoices.
Which tools help?
Spreadsheets work for a very small seller. As order volume grows, accounting software and a monthly reconciliation routine save time. Our guides on choosing accounting software and digital accounting services will help you choose. A monthly tax compliance checklist keeps the routine consistent.
How to File an Online Business Tax Return in Pakistan Step by Step
Filing keeps you on the ATL, which keeps your withholding at the lower rate. Follow these steps:
- Collect your records. Gather settlement reports, courier statements, bank statements and deduction certificates.
- Reconcile. Match gross sales to net receipts and to the tax deducted. Separate refunds, personal transfers and export receipts.
- Log in to IRIS. Use your NTN or CNIC. If you struggle with access, see IRIS login problem solutions and how to recover a forgotten IRIS password.
- Declare income in the correct place. Report e-commerce receipts under the right regime and enter the withholding credits that match your certificates.
- Prepare the wealth statement. Fast-growing sellers should read our guide on wealth statement and Section 116 reconciliation.
- Pay any balance. Generate a PSID and pay online, as described in our PSID payment guide and guide to paying income tax online.
- Submit and save the confirmation.
For the full process, read how to file an income tax return in Pakistan. If you earned nothing taxable, see how to file a nil return. For ongoing support, we offer annual income tax filing for sole proprietors and for partnerships and companies.
When is the Tax Year 2026 return due?
The statutory due date for individuals and AOPs is 30 September, and for companies with a 30 June year-end it is 31 December. This year the individual date has moved. ProPakistani reported on 15 October 2026 that the FBR extended the Tax Year 2026 filing date to 31 October 2026 for persons whose deadline was 30 September.
The FBR also warned earlier this season about a fake circular, so confirm any extension on the official FBR website before relying on it. Our tax filing deadline guide tracks the dates. If you spot a mistake after filing, see how to correct errors in an FBR income tax return and the difference between a revised return and a rectification application.
How Do Tax Obligations Differ by Business Model?
The rules above apply broadly, but your channel changes the day-to-day work.
Marketplace seller versus independent store
On a marketplace, the platform reports your sales monthly and your payment settles through its banking arrangements. On your own store, your payment gateway and courier become your main reporting and deduction points. Either way, you carry the tax liability, and the platform does not “handle” it for you.
Instagram, Facebook and WhatsApp sellers
A seller who takes orders by direct message and collects cash through a courier is still making a digitally ordered sale. The order channel matters, not the polish of the storefront. Social-commerce sellers should register, keep order logs and expect the courier to deduct tax on COD parcels.
Freelancers, exporters and content creators
Service exporters follow export rules rather than domestic e-commerce rules. The Finance Act 2026 extended the reduced 0.25% rate for exporters of IT and IT-enabled services registered with the Pakistan Software Export Board to Tax Year 2029. Read PSEB registration and the extended tax rate, NTN registration for freelancers and common freelancer tax mistakes.
Creators earning from platforms face a separate withholding under Section 154B. Our guides cover YouTube and TikTok income tax and income tax returns for YouTubers. Software businesses should see tax consultants for software houses.
Startups
Early-stage ventures often combine several of these models. Our note on tax consultancy for startups explains how to avoid compliance debt as you scale.
Should an Online Business Be a Sole Proprietorship, Partnership or Company?
The e-commerce withholding rules apply in the same way whatever the legal form, so structure should follow liability, credibility and growth plans, not a hope of avoiding deductions.
| Form | Suits | Starting points |
|---|---|---|
| Sole proprietorship | Individual sellers testing a market | Register a sole proprietorship |
| Partnership or AOP | Two or more owners sharing profit | Partnership and AOP registration, partnership registration guide |
| Single Member Company | One owner wanting limited liability | SMC registration |
| Private Limited Company | Growing brands with investors or staff | Private limited company registration, how to register |
Compare the options in sole proprietor versus company and partnership versus company. For costs, see company registration cost in Pakistan. A wider overview sits in the business registration process guide.
If you are building a brand, consider trademark registration early. It protects the name you are investing marketing money into.
What Happens If an Online Business Does Not Comply?
Non-compliance now has commercial and tax consequences that arrive early.
- Higher deductions. Sellers not on the ATL face double the withholding rates.
- Blocked services. Marketplaces and couriers cannot serve unregistered sellers.
- Data matching. The FBR receives platform, bank and courier reports, so mismatches can be detected without a field visit. The Finance Act 2025 also created a framework for exchanging banking and tax information, and the Finance Act 2026 introduced faceless audit and assessment.
- Credit claims. Professional summaries of the Finance Act 2026 describe a penalty where a person claims credit for withheld tax beyond the amount verifiably deducted and deposited. Confirm the provision in the Act’s text.
- Late filing. Missing the due date can cost you filer status. Our late filing penalty calculator and the guide on avoiding late filing penalties explain the exposure.
- Non-filer restrictions. Certain transactions are restricted for non-filers, as covered in our note on Section 114C.
To see how status affects you, read filer versus non-filer differences, late filer versus non-filer versus active filer and the benefits of becoming a tax filer.
How should you respond to an FBR notice?
Read the notice, note the deadline, collect your reconciliations and reply within time. Our guides explain common reasons for FBR notices, how to respond to an FBR notice, how to handle tax notices and what to do if you receive a tax notice. For audits, see FBR tax audit under Sections 177 and 214C. If you disagree with an assessment, read how to appeal a tax assessment and the tax appeal process.
What Are the Most Common Mistakes Online Sellers Make?
- Treating every bank credit as sales. Refunds, personal transfers and export receipts distort turnover.
- Letting ATL status lapse. Your withholding doubles without warning.
- Not collecting deduction certificates. You cannot support a credit you cannot evidence.
- Mixing up income tax and sales tax. They are different taxes under different laws.
- Assuming the marketplace pays your tax. The platform reports. You are the taxpayer.
- Ignoring the regime choice from Tax Year 2027. Passive defaults can cost more than a short modelling exercise.
- Skipping the return because tax was deducted. Filing is what keeps lower rates available.
Our article on withholding tax compliance mistakes goes deeper, and the sales tax filing checklist helps registered sellers.
What Are the Latest Developments for 2026–27?
The Finance Bill 2026 was approved by the National Assembly on 26 June 2026, and the Finance Act 2026 took effect on 1 July 2026 unless otherwise stated. For online businesses, the main points are:
| Development | What it means |
|---|---|
| Section 6A tax adjustable above Rs 200 million turnover | Larger sellers move to the normal regime and take the deduction as a credit |
| Option to choose the normal regime up to Rs 200 million (Tax Year 2027 onwards) | Smaller sellers can model whether final or normal tax suits them |
| Headline 1% and 2% rates retained | The First Schedule still lists 1% for digital payments and 2% for COD |
| Stronger e-invoicing and integration powers | See our guides on FBR digital invoicing and POS integration |
| Advance tax on foreign card payments reduced from 5% to 0.5% | Lower cost for ad spend, SaaS and platform fees paid by card abroad |
| Section 154B withholding on social media platform revenue | Relevant to creators who also sell products |
For the broader budget picture, read the top 10 tax changes in Pakistan’s 2026-27 budget and our income tax rates guide for individuals.
What Is a Practical Compliance Checklist for 2026?
Use this list as a monthly and annual routine:
- Confirm your NTN is active and your IRIS profile is current.
- Check your ATL status each quarter.
- Register for sales tax if you supply taxable goods and the law requires it.
- Match orders, settlements, courier remittances and bank credits every month.
- Collect deduction certificates from intermediaries and couriers.
- Separate refunds, personal transfers and export receipts.
- Keep invoices, especially for large payments and non-NTN suppliers.
- File your annual return before the due date and save the acknowledgement.
- Model the final-versus-normal choice before filing for Tax Year 2027.
- Review changes each July after the Finance Act.
For wider planning, see tax compliance in Pakistan, tax planning strategies for businesses, how to reduce tax liability legally and the corporate compliance calculator.
How Can You Verify Current Rates and Rules Yourself?
Tax law changes with every Finance Act, so verify before you rely on any figure, including those in this guide. Use these sources in order:
- The FBR website (fbr.gov.pk) for circulars, SROs, rate cards and the Income Tax Ordinance and Sales Tax Act as amended.
- The FBR circulars on the Finance Acts, such as Circular 01 of 2025-26 and Circular 02 of 2026-27.
- Your provincial revenue authority for service taxes.
- A qualified adviser for interpretation, because circulars explain the law but do not replace professional judgement.
Facts in this guide come from FBR circulars and SROs. Interpretation and illustrations are labelled as such.
Should You File Yourself or Hire a Tax Consultant?
Filing yourself can work when you have one channel, simple records and a stable margin. A consultant becomes valuable when you sell across several channels, register for sales tax, need to choose between regimes or receive a notice.
| Situation | DIY filing | Professional support |
|---|---|---|
| Single channel, low volume, clean records | Often manageable | Optional review |
| Multiple channels, couriers and gateways | Reconciliation becomes heavy | Strongly useful |
| Sales tax registered | Monthly deadlines add risk | Useful |
| Regime choice for Tax Year 2027 | Needs modelling | Useful |
| FBR notice or audit | Higher risk | Recommended |

Frequently Asked Questions
Do I need to pay tax if I sell products online in Pakistan?
Yes. Payments for digitally ordered goods and services are chargeable to tax under Section 6A of the Income Tax Ordinance, 2001, and sellers must register for income tax.
How much tax does FBR deduct from online sales?
For sellers on the Active Taxpayer List, 1% of the gross amount on digital payments and 2% on cash on delivery. Sellers not on the list face double those rates.
Does Daraz deduct tax from seller payments?
Marketplaces report seller data to the FBR. The deduction on a marketplace sale is made by the payment intermediary in the final settlement leg, or by the courier for cash on delivery.
Is tax deducted on cash-on-delivery orders?
Yes. The courier deducts 2% of the gross amount for sellers on the ATL, and 4% for sellers who are not.
Can I sell online without an NTN?
Not in practice. Marketplaces and couriers are barred from serving unregistered sellers.
Do I need to register my Instagram store with the FBR?
If you receive payments for digitally ordered goods or services, income tax registration is required whatever the platform.
What is the difference between an NTN and an STRN?
An NTN is for income tax. An STRN is for sales tax. They are separate registrations.
Is the e-commerce tax final or adjustable?
For Tax Year 2026 it is final. From Tax Year 2027, it is adjustable above Rs 200 million turnover, and sellers up to that level can choose the normal tax regime.
Can I claim business expenses against online income?
Under the normal regime, allowable expenses reduce taxable profit. Under the final tax regime, the deduction is a full discharge of tax on that income, so expenses do not reduce it.
What records should I keep for FBR?
Keep order logs, settlement reports, courier remittances, bank statements, deduction certificates, purchase invoices and expense receipts.
How can I check whether I am on the Active Taxpayer List?
Use the FBR’s ATL search, or follow our guide to checking the ATL.
Does a small online seller need sales tax registration?
It depends on what you supply and whether the law requires registration. Review the sales tax registration guide or ask an adviser.
Conclusion
Pakistan’s online business tax system works through the money trail. Section 6A creates the charge. Banks, gateways and couriers collect it under Section 153(2A). Marketplaces and intermediaries report under Section 165C. A separate sales tax regime and provincial service taxes can apply on top.
Your practical priorities are straightforward: register, stay on the Active Taxpayer List, reconcile every month, keep deduction certificates and file on time. From Tax Year 2027, add one more habit and model whether the final or normal regime suits your margins.
