Pakistan Tax on Digital Services: Rules for 2026

Published on October 22, 2026

Introduction

Pakistan’s digital economy is growing quickly, and so is the tax attention around it. Software houses, digital agencies, SaaS founders, online sellers, freelancers and content creators all earn income that the tax system now watches closely. The rules, however, are spread across several laws and several authorities.

This matters because a mistake is rarely small. You might charge the wrong tax, register with the wrong authority, or miss a withholding deduction on a foreign payment. Each of these can lead to notices, surcharges and avoidable cash-flow problems.

This guide explains how digital services are taxed in Pakistan in 2026. It covers the authorities, the key rates, exports, foreign platforms, worked examples, compliance steps and common mistakes. It is built on the Finance Act 2026, which took effect on 1 July 2026 unless stated otherwise. For wider context, see our tax compliance guide for Pakistan and the top tax changes in Budget 2026–27.

Quick Answer: How Does Pakistan Tax Digital Services?

Pakistan has no single digital services tax. Instead, businesses face overlapping rules: provincial sales tax on services, income tax withholding, 1% or 2% tax on domestic e-commerce receipts, 5% withholding on social media revenue, and a 0.25% export rate for PSEB-registered IT exporters. Which applies depends on your service, customer and location.

Key points:

  • Sales tax on services is collected by the provinces and Islamabad, not by FBR.
  • Income tax and withholding tax are federal and are handled through FBR.
  • The 5% Digital Presence Proceeds Tax has been notified as not applicable to foreign-supplied digital goods and services.
  • Exporters of IT services registered with PSEB benefit from a 0.25% rate, extended to tax year 2029.
  • Always confirm rates against the latest Finance Act and your provincial authority before invoicing.

What Is Digital Services Taxation in Pakistan?

Digital services taxation in Pakistan means the combined set of taxes that apply when a business sells, buys or earns from services delivered online. These include sales tax on services, income tax, withholding tax and special regimes for e-commerce and platform revenue.

Is There a Separate “Digital Services Tax” in Pakistan?

No standalone law is simply named “digital services tax” for domestic businesses. Digital activity is taxed through existing laws plus targeted provisions. These include the Income Tax Ordinance, 2001, the provincial sales tax on services Acts, and section 6A, which covers payments for digitally ordered goods and services on e-commerce platforms. Anyone quoting one universal “digital tax rate” is oversimplifying.

What Counts as a Digital Service?

In practice, the following are treated as digital or IT-linked services for tax analysis:

  • Software development, web and app development
  • Digital marketing, SEO, social media management and online advertising
  • SaaS, cloud hosting and subscriptions
  • Online courses, coaching and consulting
  • Platform and marketplace services, including content monetisation

The label matters less than the legal category. A “digital marketing retainer” may sit under advertising, IT-enabled or professional services, and the category changes the rate. We explain how to review this in the monthly tax compliance checklist.

Glossary: Pakistani Digital Tax Terms Explained

  • NTN (National Tax Number): your taxpayer identity for income tax. See how NTN registration works and how to verify an NTN online.
  • ATL (Active Taxpayer List): the list of taxpayers who have filed their returns. Appearing on it affects withholding rates. See how to check the ATL.
  • Withholding agent: the person or institution that deducts tax before paying you, such as a client, bank or payment intermediary.
  • Adjustable tax: tax deducted in advance and credited against your final liability for the year.
  • Minimum tax: a floor on your liability. You pay at least this amount even if your normal tax is lower.
  • Final tax: tax that fully discharges your liability on that income. Read more in final vs normal tax regime.
  • Payment intermediary: a bank, gateway or similar party that processes online payments and may deduct tax on e-commerce receipts.
  • Permanent establishment (PE): a fixed place or presence through which a foreign business operates in Pakistan.
  • Input tax: sales tax you pay on business purchases, which may be adjustable against output tax in certain cases.
  • PSEB: the Pakistan Software Export Board, whose registration is linked to the 0.25% IT export rate. See PSEB registration and the extended rate.

Which Authority Taxes Digital Services: FBR, PRA, SRB, KPRA or BRA?

The answer depends on the tax type. Federal and provincial authorities each have their own territory.

AuthorityMain role for digital businesses
FBRIncome tax, withholding tax, federal sales tax on goods, export-related income tax. See FBR’s sales tax section for the federal/provincial split
Punjab Revenue Authority (PRA)Sales tax on services in Punjab, under the Punjab Sales Tax on Services Act, 2012
Sindh Revenue Board (SRB)Sales tax on services in Sindh, under the Sindh Sales Tax on Services Act, 2011
Khyber Pakhtunkhwa Revenue Authority (KPRA)Sales tax on services in KP, under the KP Sales Tax on Services Act, 2022
Balochistan Revenue Authority (BRA)Sales tax on services in Balochistan, under the Balochistan Sales Tax on Services Act, 2015
Islamabad Capital TerritoryTax on services under the ICT (Tax on Services) Ordinance, 2001

If your business serves clients in several provinces, you may need to look at more than one jurisdiction. Our guides on PRA registration for service providers and SRB registration in Sindh show how each process works.

Which Taxes Apply to Digital Businesses in 2026?

Four layers matter most. The rates below follow the rate card in KPMG’s summary of the Finance Act 2026.

How Does Provincial Sales Tax on Services Work?

Provinces tax services within their jurisdictions. According to PwC’s Pakistan tax summary, services are taxed at rates ranging from 15% to 16%, with reduced rates for certain specific services. Because provincial schedules differ, do not assume your service sits at the standard rate. Check the current schedule for your province or use our provincial services tax calculator. For federal goods tax, see what sales tax is in Pakistan.

How Is Income Tax Withheld on IT and Digital Services?

When a Pakistani company pays a local service provider, it generally deducts income tax at source. Under the Finance Act 2026 rate card:

  • IT and IT-enabled services: 4% for active taxpayers (8% for those not on the Active Taxpayer List), generally treated as minimum tax.
  • Advertising services other than print or electronic media fall within a “specified services” category now taxed at 7%.
  • Independent professionals, including software engineers or developers working independently, are listed at 15%.
  • Electronic and print media advertising remains at 1.5%.

Whether a digital agency’s invoice is “IT-enabled” or “advertising” can change the deduction, so classification should be confirmed. Our withholding tax rate chart and withholding tax calculator help here. You may also need to obtain withholding tax certificates online.

What Is the Tax on Domestic E-Commerce and Digital Payments?

Under section 6A, tax applies to payments for digitally ordered goods and services delivered from within Pakistan through locally operated online platforms. As Business Recorder explained after the Finance Act 2025, the rate is 1% of the gross amount when payment is made through digital or banking channels by a payment intermediary, and 2% for cash on delivery through a courier.

The Finance Act 2026 refined this. The tax stays final by default, but it is adjustable where annual turnover exceeds Rs 200 million. Persons below that level may opt out of the final regime when filing their return for tax year 2027 onwards. Our dedicated guide covers the e-commerce withholding rates.

What Is the Role of Payment Intermediaries and Online Marketplaces?

Under the section 6A regime, the deduction is made by the party handling the money. According to the Finance Act 2026 rate card, a payment intermediary deducts on digital or banking channel payments, and a courier service deducts on cash on delivery.

Two further points matter for sellers:

  • The rate card lists a 0.25% minimum tax under section 113 for turnover from e-commerce supplies, including running an online marketplace.
  • Marketplace sellers should reconcile each payout against orders, fees and the tax certificates they receive.

Practical steps:

  1. Download payout statements monthly.
  2. Match each payout to orders, commissions and refunds.
  3. Record the tax deducted, with supporting certificates.
  4. Compare the total with the figures in your return.

For the full rate picture, see our e-commerce tax guide. If you may be required to integrate your systems, see FBR digital invoicing and integration and FBR POS integration.

What Is the 5% Tax on Social Media Revenue?

The Finance Act 2026 introduced section 154B. Banks and financial institutions deduct 5% (10% for non-ATL persons) on revenue received from social media platforms. It is a minimum tax for residents and a final tax for non-residents without a permanent establishment. Creators should read our guide on YouTube and TikTok income tax and the steps for filing a return as a YouTuber.

How Are Exports of Digital Services Taxed?

Exports are treated more favourably than domestic supplies, but conditions apply.

What Is the 0.25% Rate for IT Exporters?

Exporters of software, IT and IT-enabled services who are registered with the Pakistan Software Export Board (PSEB) are subject to 0.25% under section 154A, deducted by the authorised dealer. The Finance Act 2026 extended this rate from tax year 2026 to tax year 2029. The rate card describes it as final, subject to conditions. Other qualifying service exports are listed at 1%. See our guide on PSEB registration and the extended rate.

Two related changes help exporters. First, the Act omitted the provisions requiring additional advance tax on realisation of export proceeds. Second, super tax does not apply to a person whose export proceeds exceed 80% of total turnover for the year.

How Should You Document Export Proceeds?

Keep the contract or purchase order, the foreign invoice, the bank advice showing realisation, and the PSEB certificate. These documents support your claim when your return is reconciled with bank data. Freelancers should also read NTN registration for freelancers and our freelancer income tax return guide.

What Happened to the Digital Presence Proceeds Tax?

The Digital Presence Proceeds Tax Act, 2025 imposed 5% on foreign vendors with a significant digital presence in Pakistan. However, the FBR issued SRO 1366(I)/2025 on 30 July 2025, stating that the tax does not apply to digitally ordered goods and services supplied from outside Pakistan, effective 1 July 2025. As of the sources reviewed for this article, it is therefore not being charged on such supplies.

Do not budget a 5% layer for foreign platform purchases on the strength of older articles. Policy can change, so check the latest FBR notifications before relying on this position.

How Do Tax Treaties, Double Taxation and Permanent Establishment Affect Digital Businesses?

Cross-border digital work raises three questions.

1. Is there a permanent establishment?
A foreign company with a taxable presence in Pakistan is taxed differently from one without it. The Finance Act 2026 rate card includes separate rates for payments to the PE of a non-resident, so the distinction has practical consequences.

2. Could the same income be taxed twice?
Pakistan has double taxation agreements with a number of countries. Relief usually depends on residency evidence and the specific treaty, so check the treaty text for the country concerned.

3. Which residency status applies to you?
Your residency determines which income is taxable in Pakistan. See how to become a non-resident taxpayer and tax rules for overseas Pakistanis.

If you plan to serve US clients through a US entity, read USA LLC formation for Pakistanis, and see the USA company formation package and USA federal tax filing service. For foreign directors, see registering a company with foreign directors.

How Are Payments to Foreign Platforms and Software Vendors Treated?

Payments abroad follow separate rules:

  • The rate card lists a 15% final tax on “fee for offshore digital services”, deducted by banks and financial institutions.
  • Advance tax on amounts remitted abroad through credit, debit or prepaid cards was reduced from 5% to 0.5% by the Finance Act 2026.
  • Payments for advertising services relaying from outside Pakistan, and for royalties and technical fees, have their own section 152 treatment.

The practical result depends on payment method, vendor type and your taxpayer status. If your agency pays for foreign ad platforms or SaaS tools, get the treatment reviewed rather than assuming. Our overview of business tax compliance is a good starting point.

How Should an Agency Handle Foreign Tool Subscriptions and Ad Spend?

Agencies often pay for cloud tools, design software and ad platforms in foreign currency. To stay safe:

  • Keep every invoice and receipt. Expense claims need documentation.
  • Note the payment method. A card payment abroad attracts the advance tax now set at 0.5%.
  • Record any tax deducted by your bank or payer.
  • Separate client ad spend from agency fees. Pass-through ad budgets and your own service fees can be taxed differently.
  • Ask for classification advice if you resell tools to clients.

For bookkeeping set-ups that make this easy, see which accounting software suits a small business and small business accounting in Pakistan.

What Is the Difference Between Sales Tax, Income Tax and Withholding Tax?

  • Sales tax on services is charged on the invoice by registered providers and paid to the provincial authority. It is a tax on the transaction, and the customer ultimately bears it.
  • Income tax is charged on your profit or, under final regimes, on gross receipts. It is a federal tax.
  • Withholding tax is income tax collected in advance by the payer (a client, bank or platform) and credited to you. Depending on the section, it may be adjustable, minimum or final.

Understanding this difference prevents double counting. For regime choices, read final vs normal tax regime and who can opt for the final tax regime.

Can a Digital Business Claim Input Tax?

Often yes, but with limits. Under the sales tax structure described in PwC’s Pakistan summary (already cited earlier in the article), sales tax paid on services, federal sales tax on goods and federal excise duty are generally adjustable against each other, with a few exceptions. Input tax adjustment is generally not allowed where a reduced rate applies.

In practice, this means:

  • A registered agency may be able to adjust tax paid on eligible business inputs against the tax it collects on its own invoices.
  • If your service is taxed at a reduced rate, you should not assume input tax is adjustable.
  • Adjustment depends on valid tax invoices from registered suppliers. Missing or incorrect invoices are a common reason claims are rejected.

Before claiming, check the filing mechanics in how to file a sales tax return in Pakistan and avoid the mistakes in common errors in sales tax filing. If you want a regular process, see our sales tax filing checklist or the monthly sales tax return filing service.

How Are Different Digital Business Types Taxed?

Business typeLikely tax touchpoints (verify classification)
Software house (domestic clients)Provincial sales tax on services; 4% income tax withholding on IT services
PSEB-registered IT exporter0.25% on export proceeds; provincial rules for exported services
Digital marketing agencyProvincial sales tax; withholding depends on IT-enabled vs advertising classification
SaaS providerProvincial sales tax on services; export treatment for foreign customers
Online seller on local platform1% or 2% under section 6A; income tax return
Content creator5% on platform revenue; annual return
Online educatorProvincial sales tax on services, subject to the relevant schedule

Software companies can read our guide to tax consultants for software houses, and early-stage founders should see tax advice for startups. If your income comes from crypto, see crypto tax rules in Pakistan.

How Are Online Courses, Coaching and Digital Products Taxed?

There is no single rule. Treatment depends on who you sell to, how you are paid and what you sell.

  • Sold through a local platform: payments may fall under the section 6A regime for digitally ordered goods and services.
  • Sold to customers abroad: export treatment may be relevant, so keep proof of the foreign customer and the foreign receipt.
  • Provided directly to Pakistani clients: the provincial sales tax on services schedule decides whether and how the service is taxed.
  • Platform payouts to creators: the 5% social media withholding may be relevant.

Whatever the model, your income belongs in your annual return. Start with our income tax return guide, and see income tax rates for individuals to understand your slab. Avoid the slips listed in common tax mistakes freelancers make.

How Is Tax Calculated? Worked Examples

These examples are illustrative. Figures are assumptions, not a substitute for advice on your own facts.

Example 1: PSEB-registered IT exporter. Assume export proceeds of Rs 10,000,000 realised through an authorised dealer. At 0.25%, tax deducted is Rs 25,000.

Example 2: Local online seller. Assume a Rs 100,000 order paid through a payment intermediary. At 1%, the deduction is Rs 1,000. If the same order is cash on delivery, the 2% rate gives Rs 2,000.

Example 3: Domestic software invoice. Assume a Rs 500,000 service value for a Punjab-based client. If the applicable provincial rate for the service were the standard 16%, sales tax would be Rs 80,000. This rate is an assumption, so confirm the correct schedule. The client may also deduct 4% income tax, which on Rs 500,000 (for simplicity) is Rs 20,000. The exact base depends on invoice structure.

Example 4: Content creator. Assume Rs 1,000,000 received from a platform. The deduction is Rs 50,000 at 5% for an ATL person, or Rs 100,000 at 10% otherwise.

Test your own figures with our sales tax calculator.

Case Study: A Digital Agency Serving Local and Foreign Clients

This is a hypothetical scenario with stated assumptions. It is not a real client and not a prediction of your result.

Assumptions: A PSEB-registered agency invoices Rs 2,000,000 to Pakistani clients and receives Rs 3,000,000 from foreign clients in one month. We assume the standard 16% provincial rate for the local invoices purely for illustration.

ItemIllustrative calculation
Sales tax on local invoices (assumed 16%)Rs 2,000,000 × 16% = Rs 320,000
Income tax withheld by local clients (assumed 4%, for simplicity)Rs 2,000,000 × 4% = Rs 80,000
Tax on export receipts (0.25%)Rs 3,000,000 × 0.25% = Rs 7,500

Workflow that keeps it clean:

  1. Separate local and export revenue in the books.
  2. Confirm provincial classification for the local services.
  3. Collect withholding certificates from local clients.
  4. Keep PSEB and bank documents for exports.
  5. Reconcile everything before filing.

See how to file monthly returns and our annual income tax filing service for sole proprietors or partnerships and companies.

Which Business Expenses Can a Digital Business Claim?

In principle, expenses incurred wholly for business can reduce taxable profit, but only if they are real and documented. Typical claims include salaries, rent, internet, software subscriptions, professional fees and marketing costs. Check each against the tax law and keep proof.

Be careful with systems requirements. The Finance Act 2026 provides that a person who fails to install a prescribed electronic resource or to operate as an integrated enterprise, when required, may face disallowance of up to 3% of the expenditure claimed.

For planning ideas, use our tax savings calculator, the net profit margin calculator and the guide to reducing tax liability in Pakistan. Companies should also see corporate tax planning strategies and Pakistan corporate tax rates and compliance.

How Do You Know Which Authority Applies to You?

Work through these questions in order:

  1. Where is the service rendered or provided? Provincial laws tax services within their jurisdiction.
  2. Who is the customer? Domestic and export customers are treated differently.
  3. What is the legal category of the service? This decides both the rate and any reduced-rate entitlement.
  4. Do you serve clients in several provinces? If so, review each province’s registration and place-of-provision rules.

If you operate from Islamabad, see our sales tax consultant guide for Islamabad. For Punjab providers, the PRA registration walkthrough covers the process.

How Should You Treat Bundled Software, Consulting and Marketing Contracts?

Mixed contracts are one of the trickiest areas. A single agreement might include software development, hosting, ongoing support and strategy consulting. Each element can belong to a different legal category.

A safer approach is to:

  1. Separate the line items on contracts and invoices (development, hosting, retainer, advice).
  2. Document the classification for each line, including your reasoning.
  3. Apply the right treatment to each: sales tax category, withholding deduction and export eligibility.
  4. Avoid vague descriptions such as “digital services” on invoices, because they make audits harder.

Where the contract is unclear, take advice before the first invoice, not after a notice. Our tax planning strategies for businesses and business tax compliance guide show how to build this into your routine.

How to Register and Comply: Step by Step

  1. Choose your business structure. Compare options in sole proprietor vs company or review private limited company registration.
  2. Obtain your NTN. Follow the NTN registration guide, or use our business NTN service.
  3. Set up your IRIS profile. See the IRIS registration guide.
  4. Register with the right provincial authority. Use the sales tax registration process as a reference.
  5. Register with PSEB if you export IT services to qualify for the concessionary rate.
  6. Issue compliant invoices and keep records.
  7. File returns on time. Sales tax returns are generally monthly. See how to submit a sales tax return and the filing deadlines.
  8. File your annual income tax return. Follow the income tax return guide.

How Do You Pay Tax and Handle IRIS Issues?

Once your tax is calculated, you pay through a generated challan. Learn how to generate a PSID and pay tax online or follow how to pay income tax online step by step. If you hit portal problems, see IRIS login problems and solutions and what is new in IRIS 2.0. If you earned nothing in a year, read how to file a nil return.

What Records Should a Digital Business Keep?

Good records support every claim you make. Keep:

  • Tax invoices and client contracts
  • Bank and payment gateway statements, reconciled monthly
  • Withholding tax certificates and statements
  • PSEB certificate and export documentation
  • Provincial registration certificates and filed returns

Reconciling gateway payouts with revenue is especially important, because platform fees and chargebacks can distort turnover. Our guides on small business accounting and digital accounting services explain practical set-ups.

What Should a Compliant Tax Invoice Include?

Exact requirements differ by authority, so confirm with your own. In general, a tax invoice typically shows:

  • Your name, address and registration numbers
  • The customer’s name and, where relevant, registration number
  • Invoice number and date
  • A clear description of each service
  • The value of the service, the tax rate and the tax amount, shown separately
  • The total payable

Consistent numbering and clear descriptions also make reconciliation easier. See digital invoicing and integration for where electronic systems are required.

How Should Refunds, Cancellations and Chargebacks Be Recorded?

Subscription and online businesses face frequent reversals. Record each one with the original invoice reference, the reason and the date. Issue a credit note where the rules of your authority require it, and adjust the tax in the correct period.

The Finance Bill 2026 proposed an electronic system for adjusting debit and credit notes in sales tax. Confirm whether and how it applies to you before relying on it. Our monthly vs quarterly sales tax filing guide explains how to time adjustments.

What Changed in the Finance Act 2026?

Developments relevant to digital businesses include:

  • IT export rate: the 0.25% rate extended to tax year 2029.
  • Social media revenue: new 5% withholding under section 154B.
  • E-commerce tax: adjustable above Rs 200 million turnover, with an opt-out for smaller persons from tax year 2027.
  • Foreign card payments: advance tax cut from 5% to 0.5%.
  • Integration credit: a 10% tax credit for investment in systems integrated with FBR’s computerised system.
  • Faceless proceedings: a National Faceless Centre for assessments, audits and appeals, plus an algorithmic settlement mechanism.
  • Bank data: accounts with deposits or withdrawals above Rs 100 million are to be reported for algorithmic cross-matching.
  • Services withholding: the general services rate reduced from 15% to 14%, while the IT services rate of 4% was unchanged.

For e-invoicing, see FBR digital invoicing rules.

What Happens If You Do Not Comply?

Consequences can build quickly:

If you receive a notice, follow our FBR notice response guide, and see the tax appeal process if you disagree with an assessment.

What Are the Most Common Compliance Mistakes?

  • Quoting a single “digital tax rate” instead of checking classification
  • Assuming the 5% Digital Presence Proceeds Tax applies (or ignoring that it has been disapplied)
  • Registering in one province while serving clients elsewhere without checking
  • Treating withholding as the full tax liability when it is only adjustable
  • Not reconciling withholding certificates with revenue
  • Missing PSEB registration and losing the 0.25% rate
  • Late filing and ATL status loss

Review withholding tax compliance mistakes and common sales tax filing errors. If you spot an error in a filed return, see how to correct mistakes.

Business Compliance Checklist

  • NTN active and profile updated on IRIS
  • ATL status confirmed
  • Correct provincial registration(s) in place
  • PSEB registration (for IT exporters)
  • Service classification documented for each revenue line
  • Tax invoices issued correctly
  • Withholding certificates collected and reconciled
  • Monthly sales tax returns filed
  • Annual income tax return filed on time
  • Records retained and bank statements reconciled

For structured planning, see tax planning strategies for businesses.

Where Can Digital Businesses Find Local Tax Guidance?

Baco Consultants publishes city-focused guides, which you can use alongside the main article:

What Should Digital Businesses Watch in the Coming Months?

Frequently Asked Questions

Does Pakistan have a separate digital services tax?
No single standalone tax exists. Digital services are taxed through provincial sales tax on services, income tax, withholding rules and specific regimes such as section 6A.

Is digital marketing taxable in Pakistan?
Yes, generally. Provincial sales tax on services and income tax withholding can apply. The rate depends on classification and province.

Is software development taxable?
Yes. Domestic services can attract provincial sales tax and 4% income tax withholding as IT services. Exports by PSEB-registered exporters have the 0.25% rate.

Do freelancers need to charge sales tax?
It depends on the service, province and registration thresholds or conditions. Check with the relevant provincial authority. See our tax consultant for freelancers guide.

Do I pay tax on money received from foreign clients?
Yes, income is generally reportable in your return. For PSEB-registered IT exporters, 0.25% is deducted at realisation, treated as final subject to conditions.

Is the 5% Digital Presence Proceeds Tax being charged?
Not on foreign-supplied digital goods and services. SRO 1366(I)/2025 made it inapplicable from 1 July 2025.

What is the tax on online sellers using local platforms?
1% on digital or banking channel payments and 2% on cash on delivery, with treatment depending on turnover.

Are SaaS subscriptions taxable?
SaaS is generally analysed as a service. Domestic supplies may attract provincial sales tax, and foreign customers raise export considerations. Confirm for your facts.

Do I need an NTN for an online business?
Generally yes, for income tax compliance and to appear on the ATL. See the NTN guide.

What happens if I file late?
You may face higher withholding rates and a surcharge for ATL inclusion. See how to avoid late filing penalties.

Where can I check the latest rules?
Use FBR notifications, the relevant provincial authority’s website and the latest Finance Act. Rules change often.

Is online income taxable in Pakistan?
Generally yes. Income from online work belongs in your annual return, and some of it may already have tax deducted at source. See how to file as a freelancer.

Do I need separate registrations to serve clients in different provinces?
Possibly. Provincial laws tax services within their jurisdiction, so review each province you serve. Start with PRA registration and SRB registration.

Can tax compliance costs be claimed as business expenses?
Professional fees incurred for the business are generally treated as business expenses, subject to documentation. Confirm for your facts.

Can a business claim input tax on digital services?
Sometimes. Adjustment depends on valid invoices and on the rate that applies to your supplies, and it is generally not allowed where a reduced rate applies.

Are online courses taxable?
Treatment depends on the buyer, platform and provincial schedule. Foreign customers may raise export considerations.

What is the difference between a final tax and an adjustable tax?
Final tax closes your liability on that income. Adjustable tax is a credit against your total liability. See final vs normal tax regime.

How do I verify my tax status?
Use the NTN verification guide and the ATL check guide.

Can I opt out of the final tax regime on e-commerce receipts?
The Finance Act 2026 allows persons with turnover up to Rs 200 million to opt out when filing for tax year 2027 onwards. See how to file a final tax regime return.

Do I need to register a company to run a digital agency?
Not always. Compare structures in sole proprietor vs company, then review SECP company registration and company registration cost.

Conclusion

Pakistan’s digital tax picture is a patchwork rather than a single levy. Provinces tax services, FBR handles income and withholding tax, e-commerce and creator revenue have dedicated regimes, and exporters enjoy a concessionary 0.25% rate through tax year 2029. The Digital Presence Proceeds Tax, meanwhile, has been disapplied for foreign-supplied digital goods and services.

The safest approach is simple: classify each revenue line, register with the right authorities, keep clean records and reconcile withholding regularly. Rules change with every Finance Act, so recheck before each tax year.
